describes how notifications are meant to work once we switch them on - read it as an announcement,
not as instructions for today’s version.
Alert system and introduction for new users
WhatsApp alerts
A new notification channel via Twilio WhatsApp:
- Disease alerts - notifications when risk increases
- Daily weather reports - sent in the morning
- KOWR calendar reminders - document deadlines and obligations

Onboarding wizard
An introductory wizard for new users:
- Module selection - users pick what they are interested in
- Settings page - change active modules later
